Rape is rape and it is a crime. I don't see the work negligent fitting in here. I think that some people just have issue when it comes to being sued:)) A victim can't be negligent. A rapist can be negligent and get caught which is a desirable course of action, but the truth is that the law sentence to death any rapist. That would surely decrease the rate of rapes.
